Development of a unified Road transport electronic services, counselling and information system (eLTSA)

In September 2020 Asseco Lietuva signed an agreement with the Lithuanian Transport Safety Administration (LTSA) on the development and implementation of the unified Road transport electronic services, counselling and information system eLTSA. The project aims to create tools for providing electronic services related to the road and railway transport sector activities, thus reducing the administrative burden on service users, the costs of providing services and the financial & time costs incurred by service users. The project is funded by European Union funds. The system is planned to be deployed by the second half of 2022.

During this project tools will be developed for a creation, configuration, publication and providing of e-services related to the road and railway transport sectors, also tools for an advanced consultation and information of service users, as well as measures to obtain, store, analyze and transmit road vehicle technical data required for an accurate, high-quality and rapid vehicle type approval, to provide technical maintenance services and control activity of the vehicle repair companies. In the eLTSA system it will be possible to order new and modernized existing e-services related to road and railway transport activities, such as the issuance of various licenses, certificates, attestations and other documents, registration of railway rolling stock and infrastructure, accreditation of drivers and many other services. Electronic services will help those who want to start or already carry out road transport related activities in Lithuania to receive all the services and information provided in the system in English from any EU country. "We hope that the eLTSA system will help to move to e-space as many road transport services as possible, will make those services more convenient for their users and will help to increase a competitiveness of our country, as electronic services will become easier and faster accessible not only to Lithuanian, but also to the entire European Union service users ,” says Genius Lukošius, LTSA Director.

The purpose of eLTSA is to provide administrative services related to road and railway transport activities by means of information technology, to manage data and related electronic documents of these services, to consult and inform economic entities and persons; to manage the technical data set of road and railway vehicles.

Asseco Lietuva has been specializing in the development of information systems for the transport sector since 2003. Among the most interesting projects are: Automation of vehicle technical inspection data exchange for the Estonian Road Administration, Road vehicle technical inspection information system (TAIS), Road transport entity monitoring and information system (VEKTRA), Information System for personalization and accounting of identity cards used in digital tachographs (SKAITIS), Road transport activity information system (KELTRA).
